Found a working fix. Open the run command, type [ "C:\Program Files (x86)\Google\Chrome\Application\chrome.exe" --disable-gpu ] (everything inside the brackets), then it'll open normally for now. To permanently fix it, go to settings, scroll all the way down to advanced, find system, and disable "Use hardware acceleration when available."
