How would they track someone that is using a VPN, a burner laptop bought from craiglist, and public wifi? Those are the three layers that I can think of to remain completely anonymous. Seriously, how can authorities track someone doing those things?

While VPNs aren't explicitly banned from most reward sites, it could result in a ban because you're sharing a VPN server with a bunch of assholes.
